What every application must carry
- One legal entity name (hui settles Marae Society vs Māori Land Trust)
- Resolution: orchard purpose + apply-everywhere authority + schedule naming each funder, amount, purpose
- Named care roster — two Kaihāpai by name, wai crew rotation, quarterly photo report. This is the answer to "why did the 2010 trees die?"
- Firm quotes: under 3 months old, addressed to the trust, GST shown
- Disclosure of the 2010 Pub Charity + Pelorus grants — found-undisclosed is worse than told
Phase gates — if only some money lands
